It looks like a broken serpent or dragon "S" hook. Several years ago, I had an Asian windchime in my shop, and the top "S" hook was shaped like a snake. It was made of cast iron. The one pictured below is not exactly what I'm looking, but it's similar. I've also seen those "S" hooks used to hang plants or planters. Breezie
