Yeah, but this item seems to be fairly old. Previous owner says could be circa 20s or 30s. Wouldn't be uncommon for the supposed time, I'm just hoping someone out there may have some helpful historical info?

Definitely real fur/skin, not sure why that would creep someone out with an original cultural antique such as this but to each their own. Everything you have portrayed the piece to be is correct, I am a lifelong Alaskan and familiar with similar native art. Most likely 1920s or 1930s childs toy, and Inuit in nature. A collectible piece that shows the creativity and resourcefulness of the native peoples.
