The head seems to be plastic, but not sure. Also looks like it had little rhinestone eyes. Was found about 12" down.

the tinny appears to be an old cosmetic tin...rouge or something...need to see the back and some clear close ups.

the head is a trinket...someone stashed it in the used tin.

Judging by the rings around the neck and the facial features, I think the figure is African. It looks to be some type of charm. You said you thought it was plastic. The green patina makes it look brass or copper.
Interesting find :)
