Hard for me to tell the color of what you have in the pics but looks like a target for a kid's metal detector. About 8-10 years ago Wal-Mart was selling a Kid's metal detector kit for about fifteen bucks. It came with several targets shaped like a pile of coins in silver and gold tones. You would burry the targets iin the back yard or sand box and let the kids hunt for them with the metal detector (a great way to introduce the little ones to dad's hobby). I believe this is what you have.

Read something about frag don't know if that could be the case didn't find any pics just description maybe maybe not being in the dispenser that's really got my curiosity
