Look's like a pioneering pin. I beliave they were part of an engineering battalion before, during and right after the civil war. They constructed roads, earth works. look up pioneering battalion.

Heres Woodmen with their Goat picture and it seems they have the same logo posted by Creskol. They must have changed logos over the years. Still hard to see.
