The RICO laws in this country let the authorities seize property (including cash) if they think it might have been used in a crime, or is the proceeds of a crime. The property itself is assumed guilty, and the property owner has to go to court to prove their property is innocent (Innocent until proven guilty does not apply), and if they win, then maybe they'll get it back. And maybe they'll clear enough after all the legal fees to have made it worth the trouble.
