I found something similar lying near a metate. I think it was a hand maul of some sort. Definitely pecked and slightly elliptical in shape with signs of battering on the end.

If it were hard stone I'd call it a short roller pestle, but being slate, it's hard to tell what their intention was, a tube pipe or banner stone are possibilities.
