IF this is real, I think its been restored. Those shiny dots on the back where the other pieces (the c & s) were attached look suspicious. Those are obviously recently added, but then the cs still left the even patina marking on the front?!?!?I'm no expert but it looks either fake or heavily refurbished.

I still don`t see that plate any where on the net .
If you can ask that guy to show you another plate like that on the internet
Send that picture to a couple of collectors on the net ...see if they recognize it as real.

But
I'm no expert & imo such a piece would command more than a $1.000 or $2.000 ; just my instant opinion.

Davers I told him it was not authentic and I insinuated he was a crook, because it was the same guy that sold me that CW Louisiana button that was really a French button. He said he went and had it checked out and took it of EBay. He thanked me because he found out how valuable it really was and put it back on for $3000.

It strikes be as being English, due to the intricate design.
 

I don't think it's Confederate. I think it's genuine and early-mid 19th century and English, probably merchant marine.
 

You need to do a lot of research before buying anything. It took me 1 year of research before I bought my first us belt buckle. Look at as many sites as you can. There are tons of really good quality relics on eBay too. Shiloh Relics, The Horse Soldier, Joshuas Attic, and the Civil War Relic Man are all great places to buy quality relics from the Civil War. Research is your best friend.
