ID help...horse tack?

Found this yesterday and can't figure out what it is. Maybe a big buckle, carriage hardware, horse tack, I just don't know. It seems to pivot at a hinge possible. Any help IDing this would be very appreciated.

I think you are right with your initial assessment .. horse tack .. I think it may very well be a type of hame hook as shown in my reconstruction photo below. Your relic was added to the hames on the right.
