Ice bucket, Tea Caddy, or Other?

I've posted this item on the 'What is it?' forum. Seems to be a split decision as to what this acutally is/was. It's made of brass with a lion head with loops on both sides. Perhaps this poll will help be the determining factor. I've been unable to locate a perfect match search among many pictures on the Internet.
