There are plenty of posts in the HELP! forum that show you how to post pictures. I saw in the past few days there was a temporary error in the system that made users unable to post pictures in a thread or reply. I experienced the same issue this last week. The issue should have been patched by now so I suggest try again. If the problem still persists, notify the admin.
