I found this at a late 1800's early 1900's house foundation last week. thanks in advance for any help you can give me identifying it.

Is it hollow, like a nozzle of some sort? If not it looks like a bottle topper or similar.

Looks like a piece of machinery, with a belt running through/around the top groove. ???

The groove around the round part makes it look like there was a leather or rubber "O" ring around it for sealing. It may be off of an old Iron steam radiator ( Pressure relief valve)

Is it broken on the bottom?
What material is it made of? Brass?
