Hut Site find, need help IDing

Found this in a hut site about 2 feet down, any ideas? thanks and good hunting!

If it wasn't for the holes on the artifact as if something was suppose to be attached to it, i would have just done the ole football tosh next to a tree pitch like i do with horse shoes, can't figure out what this could be!

So far this week digging at a union camp in hut sites have found 9 Eagle buttons, more bullets and melted lead than i can count, 1 breast plate that is bent on the corner and several glass bottles and a smashed ink well... I'm trying!! - HutDigger
