Humane Society Badge?

Has anyone seen something like this before? Any help would be great!

I found this in what looked like the ruins of a house or maybe an old dump. There was ALOT of turn of the century glass and I found an 1896 V-Nickel a few inches away from this badge.

I think the badge is made out of copper and it says Pacific Humane Society S.F. CAL. along the outer circle and SPECIAL 1390 OFFICER in the middle.

Ideas?

It's a shame the Picture Didn't come out better. I never seen one before. BUT ... YEARS ago they used to have what was known as a "DOG CATCHER" My guess this was the "Dog Catchers" Badge, and if you didn't pay your "DOG TAX" he'd haul your dog off

Sounds like Jeff got it right. I wonder if the current dog catchers (animal control officers) get badges. Just curious.
