how to build a mailbox blower

i already posted this in the tech forum, but no one seems to have a clue, i hope someone out there could give me some help

i have seen a lot of huge blowers adapted to outboard engines on a boat, redirecting the water flow downwards to cleanup an underwater area full of sand.
from what i know this system is called mailbox system, does anyone have any more details on how these systems work and how to built one ?

try the shipwrecks part of the forum i remember 2 people there rgecy and scubasalvor that built mailbox blowers probably more there those are the ones that come to mind right now check 2'nd or 3'rd pages they even have pictures of them. jerry
