I betting it's a drill bit. The hole would allow water to enter at the face and would create a slurry that would rise to the top and remove the spoil from the drill face.

BTW...jack hammer drill bits also have a hole in which air can be used to blow out the rock bits and dust but the ones we use don't have holes as big as the one that appears in your photo...which is why I mentioned water.

Any way to clean out the dirt so the inside detail is a little clearer? If it is a water/air cooled drill bit of some type (kind of small though) it should have threads on the end where it attached to the drilling shaft. If no threads, it should show a break where it was torn loose from the rig. At least I think it would.

Definitely not a drill bit. It is much older than that...I think it is part of another spiggot...
