Horse harness buckle?

Found this iron buckle with the wagon wheel hub band or the other way around (same hole)

I guess it's a horse related buckle. Which function did it have?

Neat old buckle. Looks like it was fastened to something rather thick.

About 1 x 1" prong end of buckle. Maybe thick looped leather or was it more for two different direction points :dontknow:

That is a very early line buckle off of a working harness.
