Returning a item lost by someone can be very difficult at times. Please be aware not all living relatives might want to hear about a lost family member. Also there are a lot of scams going around so do think everyone is going top be receptive to your calls. That being said here are some place to try and find a lost persons relatives.

I try and find a town they are from on white pages i look up the name and see if anyone is related and call them. Not everyone will be NICE LOL
https://aad.archives.gov/aad/fielded-search.jsp?dt=893 If i have a veterans serial number.
If I know there deceased i check find a grave first. If i find them on find a grave i check what cemetery they are buried in , Call the cemetery and ask them if they have any helpful information. Then i call the news paper of that town and try to get them to do a death search for me . I also call the public library and see if they can check there archives on film for me. I always tell them why i am looking and they all seem to want to help more for that reason.
