O.k. it's missing the pin to hold it together. How would a person decide weather or not to repair it? If it was valuable would fixing it alter it's worth? A cool find regardless but a good to ask questions about.

Value on things like that depends a lot on the maker and how ornate it is, but they are really outside my knowledge. the hinge pin is just wire so if you could replace it without damaging anything i don't see any reason not to

The stones look "interesting" genuine? Uniformly cut, interesting pretty color. The prongs look beefier than used on simple glass stones.

Stones are probably amethyst, faceted. I'd say 19 teens- 1920's ladies compact similar to many of the French made ones of that era. Probably made of brass and the lid appears to have had a mirror once upon a time. Nice find but not too valuable, unless it's made of gold or silver, not worth restoring. JMHO.
