Help with weathervane

So this is a John Garret Thew Norfolk Conn. piece. The tail is adjustable and has “latitude 35 40 and 45 inscription and the feet also have holes for what seems to be mounting. Researching I cannot find any pieces similar and was wondering if it is a weathervane at all or something else. Any help is appreciated
 

It's a sundial, with the beak of the bird acting as the gnomon to cast the shadow on the hour numbers behind it. The tilt of the plate with the hours on it has to be adjusted according to the latitude at which you want to use it.
