Help with identification

[Darwin]

Hello All:

I found this diving in a lake just north of Kingston, Ontario. My friends and myself are having a fierce debate over its identification/function. It weighs about 10 kilograms (22 pounds). Frankly, we just don't know. Any thoughts would be most appreciated.
