HELP WITH DATE?

Found this some time back but never have been able to get an exact date . To me it looks like 1709 or 1799 not sure. Haven't been able to locate a British Cartwheel Penny for that date. Any help would be apreciated, thanks for looking!

Without question 1799, only year for that particular George III Halfpenny.
