Dug this in Baltimore City today. It is vintage Baltimore but I have not had any luck figuring out the connection. I have seen C.W.A. identified as a "Communication Workers of America" but I don't think that is what this badge represents. Any help is very much appreciated.
A little more thinking about "C.W.A" and the words "Civil Works Administration" came to mind. In fact the CWA was started in the early 1930s as part of FDR's "New Deal". Here is an example of an CWA employee's badge from Milwaukee. So we may be getting closer to a solution here!
