Help identifying this object pls...

Good morning all,
My dog dug this up last night in the meadow section at the bottom of my garden
I have no idea where he found it (I have dug down there myself lots of times)!

It appears to have ornate ends with holes to fix to a wall etc?
The white wheel turns and appears to be made of ceramic?
Two other small wheels are on it too, but are too rusted in to turn

Any ideas gratefully received

The ceramic wheel leads me to think it is related to carrying
electric wire. What are the dimensions?

Length - 5"
Width - 1"
Depth - 1.25"

I believe it is a turn of the 20th C window shade tension pulley.

It's a window shade tension pulley for sure my grandparents have several of these throughout there house

It does look like one of those rack pulleys indeed
I wonder if it's for one of those hanging ceiling drying racks??

Does anyone have any indication at all of age?
I love old stuff, wonder who has been handling it etc
