Its a babies bracelet.

Does that have a mark of "FH" in it ?

Well no matter... tis still a baby's bracelet... and a cool one.

Even unmarked it may be a Fred Harvey piece.
His stuff is hard to pin down if unmarked.

AARC has it imo. Kind of massed produced with hand crank machinery and hand hammer dies. Harvey era. Made around the late 40s to mid 50s for the tourist market of the time. Most are never marked by makers. It would be made of a sterling grade silver with no mark, so as the need to guarantee the actual silver grade didn't necessary have to apply by not marking it. They've become very collectible within the last 20 years and are now harder to find in the open market. In the 70s and 80s, you'd find NOS Harvey pieces all over the SW for a song, but today most have made their way into private collections.
