Help ID Face on Aluminum Cup / It's a tough one *NEW PICS / BETTER*-SOLVED?

*I added some new pictures below. I hope this helps.*
I found this little aluminum tea cup today. It has a logo on it I think is some kind of advertising logo like Cambell's or something. You can see a hat and a face. Can any one ID this? It's all beat up but I am just curious. Thanks in advance.

I say Campbells soup too. Plus the pic is on something you would eat soup out of. Here's their spoons.

What size is it? Too small for serving soup, I think. It may be a measuring cup. You might look at logos for flour brands.

After seeing those spoons, I've changed my opinion. I agree with Felinepeachy, Campbell's soup.
The hat, hair outline is very similar.

SOME NEW PICTURES

I cleaned it better with steel wool and took some new pics. I shot a couple through a magnifying glass and did a few enhancements on another. I think this is the best I can get. Thanks again for all the suggestions.

It's the boy if you ask me. I'm not sure the girl wore a hat.

I don't know - it looks like an old King Midas flour cup.

Is the handle riveted on? If so, it may not be made to hold liquids for any amount of time. The lip does not appear to be suitable for a soup bowl

Really surprised there is no manufactures name stamped on it
The handle is riveted. There isn't any name anywhere except the logo. It hold 1/4 cup.

I have a good feeling that's what it is also. I did some searching on Ebay and some antique sites for one but nothing came up. I looked up vintage Campbell's ads a while back and I think that's what it is. Thanks again for yours and everyones help on this. It was a stumper.
