It appears to be a blank. I have a bunch out in my shed that look identical to yours. Here is a picture I found online of similar ones.

Blank 7.62 X 51 NATO (American) round. Used for U.S. M60 Machinegun with disintegrating link for a belt. Blank adapter required. Also, the U.S. M14 rifle utilized the round in a 20 round box magazine. Also, blank adapter required to cycle the weapon.
