Drapery medallion. IMO.
I thought that but both sides have no place for a shaft, unless it goes in the middle of something. It's as heavy as a hunk of lead.

I’m thinking it was a bob-type clock pendulum... but admittedly there would be no reason for both sides to be decorated, and I can’t find a match, so...
