Can't really tell from the newspaper picture, but I'd say it's a 1960 with a cud along the rim by the "0" making it look like a "9".
 

My stroke addled brain seems to remember reading about this several years ago. Die chip or die break was the culprit, if I remember correctly.

Time for more coffee.
 

In 1969 they changed the design, made Lincolns head smaller and the overall relief not as deep.

Bad thing about it was I'm sure Value Dropped as Soon as it reached 1969.

I tried to Find it listed on The net, But Can't. I wonder if it eventually
ended up in a Penny Bank & eventually Lost to Recycling for cash or candy

Probobly from my addiction to coast to coast am and old Art Bell stuff I love to listen to every night that stuff is great the stories the treasure stories ect.
