Plan is to set it up under the Mineral Leasing Act of 1920 where the revenues generated by the states that mine are subject to royalties that will be divided up among all the states, even those who DO NOT mine anything.

It gets worse, much worse. Right now states that have banned fracking and mining are trying to claim that since the minerals on federal land belong to "all the people" then the money should be split up evenly. If states want to ban these things based on the crap science that says these things destroy the environment, then they don't need the "blood money" that comes from drilling and mining.

clay,, the government isn't a person or individual . you say " gun don't kill people , people kill people" government is the same thing as a gun in bad peoples hands. The government is a constitution defined tool of the people. Do you think all the people can do what they want with public lands. No government equals Anarchy, it is a necessiary evil, or do you think You equal the public? People in government change all the time, but what you are saying is a free for all with all the past people, and the 347 million citizens and all future citizens just taking and doing anything they want to the land because they are all equally the public . I don't like the way things are too, but our constitution gave us ways to change it. Your idea that you can decide for everybody else on what to do with everybody's public land isn't right. Government is not a person or individual it is the constitution, and all of us and who we elect to handle our public domain.

I never wrote any of those things. Perhaps you are "quoting" someone else?

Maybe reread my writings? The internet doesn't translate well so please just rely on what I have written. You won't find any of that in there.

You said the land were the people not the governments, so I said government is not a person or individual that owns anything. It is a constitutional define structure set up to be a service of the people and manage the peoples affairs. it is like a gun ,,,, good or bad,,, depends in who's hands
 

The BLM currently sends out 30 day notices. The bill would extend the time to respond to 60 days.

This is important because it's difficult to impossible to reply and raise an administrative challenge within the 30 days. Dealt with this several times in the last year alone.

Well even though the Federal Register tells BLM exactly how to perform such nondiscretionary mailings, they often use discretion....especially if it involves them getting money ($$$). They tend to do what they want when they want (especially in the Phoenix office). The BLM likes to use : "Time for mailings/receipt" when it favors their fancy! But, undoubtedly if it does not, then they will cut you off at the knees if they can. Not only that but on one other occurrence the BLM sent the mailing that should have gone to me to yet another: my mining partner who lived on the east coast, and when I complained; a new mailing came to me.......with the same response date.

Since on the topic: I once filled an appeal with the BLM over such an issue. They said their appeal process would take 6 months and my claim would be considered open ground while under appeal. Seemed rather stupid on my part to allow such openness to occur so I immediately relocated and filed again. But I was really not a happy guy. Oh well...lesson learned the hard way!

Bejay I agree, things are too complicated and a pain in the but anymore, paperwork with medical billings by insurances companies are like that too. seems like everybody has to be a attorney, accountant, broker, and financial expert in dealing with many things in life today, I hope you didn't lose your claim
 

mad machinist, I think you are saying sell off the public lands to private hand to get property tax. Yes we could do that , but they 99.99999999 per cent of the people , including you would no longer have Any access to the propertys. NONE for no reason. lots of places in the east are like that, no where to do anything except on your own property.

No I am saying the exact opposite. All this would do is benefit the bigger guys as they have more money. It is already slanted that way as the little guy can't manage all the bonds needed.

If the minerals belong to all of us and all of us should benefit, then streamline the laws so we can get out there and "benefit the public"..

Kept the claim by simply deciding to cancel the appeal and file immediate relocations. Problem solved, but costly!

BLM Paperwork is a challenge when such paperwork or filing conditions are changed. A couple years ago when the placer maintenance fee was changed many miners were caught lacking understanding or knowledge of the change.

Keeping track can be challenging for us old fuddy duddies!

everything around here is owned by privately owned, people , companies, I got to go a long ways to get to public lands open for off roading, prospecting, hunting , camping etc all the fun things, although I am surrounded by lots of woods and vacant land , creeks, ponds, etc, but NO TRESSPASSING. Definately too much paperwork in dealing with everything,
 

The federal land belongs to all the people don't seem to apply much to us wanting to do some prospecting, they try every which way to keep us from doing what we love to do.
