Hard ground

I live in Pa and use a garden dowel for digging. The dirt seems so hard and rocky around here and the dowel seems only good for 3-4 inches. I hate to carry a regular shovel around. It will draw more attention to me especially in the parks. What do you guys use for hard ground?

use a grinding wheel and put a nice sharp edge on your digging tool.. helps cut into hard ground and thu annoying roots
