I am pretty sure that is a field repair and a token or tag has been re-purposed.

Maybe but Im thinking not. #447 you can see on the medallion. If a field repair why go through the hassle to get a hammer and punch then stamp 447 into the wood handle.

If so, why would the rivet be off center, and why would they put it through pertinent information?
