This is a Pre-war salt shaker from Japan (NIPPON) and was a part of a full table set
that was available to the North American Market. Circa 1920-34. Its value as a single piece to the rite buyer that wants to complete a set is hard to say ? e-bay it for auction. ;D

ok, so you only have one. I did not see the measurment noted. If it is a hat pin dispensor it is straight up, no "head" shape at top.
It could be a powdered sugar dispenser if larger than a salt shaker size.
