Half a Buckle - broken or meant to be? Meant to be :)

When I dug this today I thought it was half of a broken buckle but the more I look at it the more I think it was designed this way. Has anyone seen a buckle like this before?

Found it with a grouping of early-ish 19th C artifacts. About 2" x 1.75"

Find plenty & they are complete. Horse related I believe (crossed post, see above)
