Guess the purpose of this structure.

I still think it should be used as a Menstrual Hut.

Looks like it's for animals down below. And the top was living quarters with gun holes. That's a lot of bird holes and I don't see any bird mess around. Pigeons come back to where they were born or live. No pigeons around and to many holes. The side door was for lifting heavy things up. My guess is a small fort.

I wondered about that as well. The top two windows may have been used as gun holes. It's location is very near an old Russian church. One of the museums has a photo of that church in the 1930s with many Japanese troops and military vehicles surrounding it.
 

I think the carrier pigeons lived on top and the prisoners lived directly below and got the "remains" from the pigeons. It was a for of Chinese torture. Yup, either war prisoners or political prisoners. The political part sound more reasonable due to what we are putting up with here right now
