Great Seal button question

I dug this button and have been researching. I read that these buttons were only made post 1902. however, the back stamp is Arnheim(sp) New York which, going by the liste linked from a thread in this site, was made 1867-1895. can anyone shed some light here?

The company made other buttons but a Great Seal button cannot be older than 1902.
