these are unconstitutional, not just because we have a fed mining right, but because it favors a class of people, we miners are like rosa parks being put back of the bus
government is not above the law, but it dredges, environmentals are not abouve the law yet receives millions in tax payer monie to secure funds to operate a suction dredge, that has yet to show anything for it
