I think that you have hit the nail on the head. These appear to be just like the old targets that used to be used for trap or skeet shooting. Some of these can be quite collectable.

Mojjax...here are a couple of links explaing both the glass net floats and glass trap shooting targets...
Being a commercial fisherman my first thought and statement was..definitely net floats, however being a fisherman my judgement may be biased and in fairness, I also have never heard of or seen the glass trap balls before, so they could very well be target balls ... :icon_scratch:
