I've had this for awhile. Found at old homesite my co worker has in his property woods. Trying to see what items I want to keep or discard. 1-9 dial. Could it be for a drafting table or scientific tool?
Looks like it had heft to it, zinc or brass?

Interesting puzzle! What goes 1 to 10 in a linear scale? It's probably a relative scale (like you would find in a refrigerator for controlling temperature), rather than a graduated one (such as indicating temperature in degrees). It does not appear to have had a hand to point to the numbers like a clock, rather that the reference point was just outside the piece and either the piece was rotated or the surroundings were rotated, perhaps by hand. But on what and what for? Sorry I could not be more help.
