Sure doesnt look like Joseph, looks more latin. If it was Joe, there would be some Soviet symbols, stars and, or some tools, like hammers and pre lawn mowers!
 

If it were soviet i think that there would definitely be a sickle and hammer in view on the flag.Heres a plaque featuring stalin.

He was a statesman, soldier and the first Marshal of Poland. Still revered as a hero. During his life there were many medallic portraits, busts, coins etc of his likeness. If you do a Google image search on his name you will see what I mean.

Should it ever come up for sale I would be interested.
