Garage Sale seller said this was "Mussolini" I think its is Stalin. ID help?

I got this at a sale for $8.00. The lady said it is" Mussolini". I think it is Joseph Stalin. Any ideas? I think $8.00 was reasonable. Any thoughts as to value? Thanks

I don't think it is Stalin, either. I've never seen a pic of Stalin with a mustache like that. If it were Stalin, I'd think the hammer and sickle would be featured on the flag.

At first I thought so too, but after seeing more pictures it changed my mind. Unless someone took some artistic license with the jawline and nose. And the hair, he was bald when he got older.
