Georgia Pacific is one company with those initials.

I think it could be an older version of a box car door security seal.
They might of been made when opening/breaking the seal it was then in 2 pieces.

Another possibility is the Georgia Power Company.

It was formed in 1902 as the “Georgia Railway and Power Company” running the trolley-bus system in Atlanta and with franchises for supplying steam, electricity and gas for the city. The company was chartered as the “Georgia Power Company” in 1908, expanding its operations to become state-wide. There then followed three further related companies with the same name through to 1938 arising from various acquisitions, mergers, consolidations and divestments.
