Lots of debate on this one.
A dive shop owner told me as long as you are in the water you are okay.
There has been some squawking in the newspaper this year about "submerged land leases", but I think that has more to do with people wanting to extend their docks and the Army Corp of Engineers saying no can do.
So, I would not hesitate to detect right up to the shore. No tidal boundaries in the Great Lakes.
