Definitely not a piece of track. It looks like a part of an artillery gun. (recoil mechanism) I could be wrong but I'll figure it out.....

Looks to me like a sealed bearing plate for the axle , the inside you can see where a gasket once was.

I've looked at a lot of ww2 cannon, and I think my first impression was wrong about being part of a recoil mechanism, or at least I haven't found a picture of one to match. I'll look around some more and see if I can come up with a solution.
