Found today at early 1900's homestead - Buckle of some sort?

Found this today hunting a early 1900's homestead. It is a little over 2 inches wide, has a tin layer where the flowered stamping is, pretty heavy (about the weight of a roll of quarters), you can see into the middle which has a half circle center, and the bottom is made of rougher material with 2 openings on each side.

Curious to know what it may be? (Buckle of some sort or a horse bridle decoration?)

Any help would be kindly appreciated!

It is pretty heavy, what were rosettes used for?
