Yep. It's shown upside down and written in Hindi. I can't read it, but the grid is one of many 'magic squares' with numbers in Hindi where each row, column and diagonal adds up to the same value.
They're usually dedicated to particular gods and goddesses and kept in homes, cars, when travelling, or thrown into water as an offering to bring good luck, prosperity, good health or protection.
