I can only think it's a piece to an art deco era lamp of some kind?. Maybe from a light up electrified tobacco stand or a small standing parlor lamp?. The design of it leads me to believe it would date to around the 1930's.

I agree, although I failed at finding a match. I googled things like vintage deco porch pendant fluted light fixture glass globe... Combinations of those.
