at first i thought it was a sausage grinder plate.....but it could be a part off a cookstove

trivet or maybe a old stove plate part *note the handle with a hole *--it made like that so you could move it with a rod while hot -- grinder plates have screw down centers and do not get hot so no need for handles of that type on them (see above)

Its a Victorian horse decoration called a swinger. Went on top of the heavy horse.

Stefen, I think is less than 2" and found 7" Down. And Rufus thinks it's Copper or Brass.

Sure looks similar to the site Bigcypress placed.

Looking closer, there is a slight difference but very similar.

The "swingers" in the photos are all threaded vertically.
Rufus yours has a single eye bored horizontally. Looks like it flips up and down.
