Found on beach in Texas

It was suggested that I post this here. Thought I’d post here to pick your brains.

This was found on Crystal Beach in Texas (Gulf of Mexico). Caught our eye every time the tide would go out. Thought it had an interesting shape to it so kept it.

It does appear to be a man-made artifact. But for what purpose?

A few have suggested a whistle. I’ve read up on the whistle theory a bit and it seems whistles were used not only as toys but for certain rituals. Not saying that’s what mine was used for but just based of what I read.
I do think, if indeed a whistle and man made, then it might be old. I’m still trying to associate an animal to the “face”.
