The Utah Department of Public Safety has released a statement quoting the Bureau of Land Management saying that it is illegal to install structures or art without permission on public lands "no matter what planet you're from".

That's where I put that! Actually, this is work of the minimalist artist John McCraken:

https://en.wikipedia.org/wiki/John_McCracken_(artist)

There has been speculation that it's McCracken's work, but he can't have been responsible for the installation. Examination of dates on Google Earth pictures shows that it was placed there sometime after August 2015. McCracken died in 2011. He's also not known for placing works in such remote locations, but one other minimalist artist very much is known for this and has been suggested as a possible candidate for the work... the Los Angeles based artist Petecia Le Fawnhawk, as noted on one of the other Tnet threads about the monolith:

Damn scrappers they will hygrade anything out there.

As scrap stainless steel it is worth up to $3 lb.
As a nationally known piece of art, probably worth many hundreds on the black market.

I think whoever put it there recovered it to avoid stiff penalties.
